In summer 2019, the Coalition for Family and Children's Services in Iowa received a grant from Mid-Iowa Health Foundation to work towards transformational change within the child welfare system as the Family First Prevention Services Act was implemented. The Council and invited professionals engaged in a culture inventory to determine current and ideal culture. From the results, a "From-To" shift was developed to move the system culture from defensive to constructive.
